14-year-old boy arrested for stomping on 15-year-old girl's head in East Harlem

A 14-year-old boy has been charged with assault after a video showed him allegedly groping a young girl on a New York City street and stomping on her head.
The incident began after the girl refused to give her attacker her phone number, the New York Post reported, citing undisclosed sources.
A photo of the violent incident shows a masked 14-year-old boy confronting a 15-year-old girl on East Harlem Street in Upper Manhattan around 3:30 p.m. Monday, shortly after school.
While blocking her way at the intersection, the unnamed young suspect threatens to “knock the— outta” the girl.

“Do that,” someone is heard saying off-camera, identifying the suspect.
“Nah, nah, stop here,” said the girl as the girl tried to get around her.
“Get the f— off of me,” he replied as he pushed her back, according to the video.
The girl then went around the parked car trying to get away from the aggressive young man. As he pulls her onto the sidewalk, the masked youth is seen grabbing her from behind and lifting her into the air before slamming her onto the pavement.
The girl then stepped on her head while lying on the ground in pain, before leaving.
The New York Police Department said officers responded to a 911 call of an assault in progress on Monday and when they arrived they were told that a 15-year-old child had been attacked by an unknown person.
“A person threw the victim to the ground and kicked him in the head, causing minor injuries. EMS responded and transported the victim to NYC Health+Hospital/Harlem in stable condition,” police told Fox News Digital.
The suspect, a 14-year-old boy, was arrested on Wednesday and charged with assault, police said.

“This is not even bullying, this is assault — and he could have killed her,” said the victim's mother, Lucinda Arroyo, according to the Post. “He was very angry about why he was climbing so quickly from one thing to another. And you can see [in the video] He just wanted to get away from her because it was bad news. You've known him as someone with bad news for a long time.”
The attack caused seizures, bleeding, brain damage, a fractured head, and a twisted neck, injuries that will require ongoing treatment, the mother said, according to the store.
“The video was passed as entertainment, and that made me very angry. He doesn't pay attention to her, so he forced her to pay attention to him. And her friends are laughing after that. It's not just one bully, but a public abuse,” the mother commented, according to the source.
“Let him go back to that school… that school cannot keep him safe,” she said.
But the suspect's mother, Selma Allen, described her son as a humble believer and said the girl was bullying him at school, the newspaper reported.
“He was a bully to her, of course,” she told the outlet. “He has been crying about him. I brought it to the principal's ears, but he doesn't speak. The way my son is being abused, he doesn't even want to go to school.”

The suspect's mother denied that her son was trying to get the girl's number, saying that they were friends who were always messaging each other on Instagram and WhatsApp, the Post reported.
“Revenge because he was the one who pushed her first,” said Allen, failing to bring the video he said he had of the girl shoving the boy, the source said. “He does not provoke anyone. But if you provoke him, he will growl.”
