BFAR cites innovative, responsive service for fishermen in celebration of 79 years

The Bureau of Fisheries and Aquatic Resources (BFAR) highlighted its new programs and quick response to the needs of Filipino fishermen as it commented on its 79.th a reminder.
It's themed “Ahensiyang Aksyon Agad,” BFAR's celebration focused on concrete interventions designed to protect fishing communities across the country from rising production costs and environmental challenges.
“BFAR is an institution that listens, responds, delivers, and puts people's needs at the center of its work,” said BFAR National Director Elizer S. Salilig, addressing the organization's staff at their July 1 anniversary celebration.
He emphasized the importance of BFAR's role in ensuring food security for millions of Filipinos, providing opportunities for fishermen in all coastal communities, and protecting the environment from destructive fishing practices.
In his speech, Mr. Salilig mentioned BFAR's important projects this year, which provide both immediate and long-term support to fishermen.
“Climate change continues to affect the production of fisheries and aquatic ecosystems. Environmental degradation threatens critical areas. The needs of global markets continue to change. And the growing demand for food forces us to continue to strengthen production while ensuring sustainability,” said Mr. Salilig.
“These realities require a responsive, flexible, and forward-looking BFAR – one that doesn't wait for problems to grow into problems, but one that is constantly innovating, collaborating and evolving.”
To help subsistence fishermen mitigate the impact of oil prices and global energy volatility, BFAR accelerated its Fuel Aid to Fisherfolk Program, providing P3,000 in fuel subsidies to over 96,000 beneficiaries, reaching 65.71% of its target as of June 2026.
BFAR also invests in climate-friendly and energy-efficient aquaculture facilities in fishing communities to ensure the sustainability of fisheries in various areas.
This effort resulted in significant energy savings. For example, the BFAR technical station in Tanay, Rizal, reduced its electricity consumption by 60% to 70% after adopting solar energy. This green model is now being extended to all breeding sites and seven National Institutes of Technology.
The Bureau also funds solar dams and solar hybrid ice plants to reduce fish spoilage and protect product quality in coastal communities.
Mr. Salilig reiterated that supporting Filipino fishermen requires the development of all steps of the supply chain, from spawning to marketing.
BFAR continues to distribute high-quality fish seeds, introduce resistant species such as crayfish and ulang, and maintains 12 culture laboratories and 68 sites nationwide to support the Philippine Seaweed Industry Roadmap 2027–2031.
The Bureau also continues to provide fiberglass boats under the FB Pagbabago initiative and is establishing Community Fish Housing Centers to help reduce post-harvest losses and improve the income of local fishermen.
To continue campaigning for the protection of marine resources, BFAR also launched this year the Malinis in Masaganang Katubigan Program, which strives for marine stewardship to support institutional enforcement against illegal fishing.
BFAR's commitment to responsive management and institutional excellence has also won recognition from the Ministry of Agriculture.
During the Awards of the Program of Appreciation of the Active Parts (PAS-OU) held on June 24, 2026, the Office was honored as a Leading Performer under Cluster 2, Subcluster 2.2, in recognition of its dedication and collaborative efforts in improving the organization's performance and contributing to the goals of the Department.
This award underscores BFAR's continued pursuit of excellence in public service and its commitment to delivering impactful programs and services to the fisheries sector.
