The Trump administration announced on Tuesday that it had reached new agreements with Microsoft. Google DeepMind, and Elon Musk's xAI to increase cooperation with Big Tech companies in research artificial intelligence (AI) and security.
The Center for AI Standards and Innovation (CAISI), part of the Commerce Department's National Institute of Standards and Technology, will work with AI companies on pre-deployment testing and targeted research on AI capabilities at the border and AI security.
The new agreements build on previously announced partnerships between CASI and companies, which support knowledge sharing, drive voluntary product development and ensure a clear understanding of the government's AI capabilities and the state of international AI competition.
“Independent, rigorous measurement science is critical to understanding the frontier of AI and its national security implications,” said CASI Director Chris Fall. “This expanded industry collaboration helps us expand our work on a public topic at a critical time.”

Developers often provide CASI with models that reduce or remove defenses to assess capabilities related to national security and risk.
Inspectors from the other side government agencies may participate in the analysis and provide regular feedback through the TRAINS Taskforce, which is a group of interagency experts focused on the national security concerns of AI.
CASI protocols support testing in decentralized environments and were written flexibly to account for ongoing advances in AI.

Microsoft AI CEO Natasha Crampton said in her release that the agreements will “advance the science of AI testing and evaluation, including collaborative work to test Microsoft's boundary-spanning models, test defenses, and help mitigate national security and public safety risks.”
Crampton said “continuous, rigorous testing is critical to building trust and confidence in advanced AI systems.”

“Well-formed testing helps us understand that our systems are working as intended and delivering the benefits they are designed to provide. Testing also helps us stay ahead of risks, such as Cyberattacks are driven by AI and other criminal abuses of AI systems, which could arise once advanced AI systems are deployed in the world,” Crampton explained.
Microsoft also announced a similar agreement with In the United Kingdom The AI Security Institute (AISI) will govern AI testing and evaluation.
